# Ofsted is rebuilding the framework. Your Monday is unchanged.

 by [**Richard Melis**](https://statlog.co.uk/statlog-news-insights/author/richard-melis) on 21 Oct 2026, 06:00:00

Last week I did the secondary school rounds. My daughter starts next year, so we've been touring the options. At one of them, the head teacher mentioned they'd just been through an Ofsted inspection. It had been pretty stressful for the whole team.

When I got home I did some reading, and the numbers are there.

Ofsted's own independent evaluation found 88% of the school leaders it surveyed said inspections had "negatively affected" their own or their participating staff's mental wellbeing.

Half the schools surveyed disagreed that the inspection workload was manageable \[1\]. Fewer than one in four schools responded to the survey \[1\] — so even that half comes from the schools motivated enough to answer.

And the education secretary is about to send the whole framework "back to the drawing board" \[2\].

But here's the thing I kept coming back to: who the wellbeing worry is always about.

Teachers, heads, senior leaders. All of whom genuinely carry that pressure, though an inspection doesn't run on them alone.

It runs on a school that's been cleaned, checked and tidied before the inspectors ever arrive. The site team does that work. And it's the one group in this whole story that never gets counted as its own group.

So I went looking for them.

## The receipts

When the sector measures wellbeing, your team gets lumped in with everyone else, never counted in its own right.

UNISON's survey of nearly 3,000 school support workers found 61% work unpaid overtime, and 38% are already looking for a better-paid job \[3\].

The group set up to monitor inspection's effect on wellbeing — run by the NAHT, with Ofsted and the DfE at the table — seems to look at just school leaders' wellbeing \[4\].

Ofsted's own inspection-day questionnaire reaches everyone, via a "Support staff – other" box that lumps the caretaker in with the office. But it asks whether leaders are considerate of your wellbeing, not what the inspection is doing to you. And the results are never published by job \[6\].

Education Support's wellbeing survey does cover support staff, though it admits the sample is small \[5\].

Even the DfE's own research into support staff merges site and catering staff together when it measures wellbeing support: 531 surveyed, 48% with access to some form of support, among the lowest of any role \[7\].

Yet none of these findings tells us what inspections themselves do to the wellbeing of the site team.

So while the framework rebuild gets the headlines, the useful work is closer to home.

## What you can do now

Clearly estate management doesn't pause while everyone waits for the new framework. Your statutory responsibilities around fire safety, asbestos, water hygiene and gas safety aren't disappearing, whatever the framework looks like next year.

But the starting point isn't doing more. It's getting a *clear* picture of where things stand.

Remember that finding: half the schools surveyed disagreed that the inspection workload was manageable \[1\].

And here's the part worth reading twice. The toolkit tells inspectors not to expect a performance: "We do not need leaders to produce documents specifically for an Ofsted inspection of their school. This would create unnecessary workload" \[8\].

For documentation, it's about having the records you already maintain readily accessible, rather than creating paperwork specifically for Ofsted. That's the whole ask.

So bring your compliance records together. Fire safety, asbestos, water hygiene, gas safety, everything else you're responsible for. Are the checks up to date? Is the evidence accessible? What's outstanding, and why?

Maybe a contractor is overdue. Maybe remedial works are waiting on funding. Maybe something has simply fallen through the cracks. Understand the reason, assess the risk, put interim measures in place where needed, and make sure leadership knows what needs attention. It might sound obvious — but obvious isn't the same as done.

Does a contractor need replacing? Could upcoming inspections and tests be flagged months in advance, so nobody meets them in a rush?

And if your current processes make that visibility difficult, that's the moment to improve them — or invest in a new process or system that does it for you.

This isn't about adding another layer of work. It's about getting ahead of it.

The right information at the right time means fewer surprises, less last-minute pressure, and a workload that stays manageable whatever version of the framework turns up.

And the honest way to look after the people doing that work is to get on top of it now, not when the new framework lands.

Or in its simplest form: ask "how are you?" and genuinely want the answer.

## The real test

Here's a question worth asking: if Ofsted announced an inspection tomorrow, would your site team need to start preparing, or would they simply need to show what they're already doing?

That's the difference. The objective isn't to have every outstanding issue magically resolved. It's to know where things stand, understand the risks, have actions in place, and make that information easy to show.

Because the best way to reduce the pressure of preparing for Ofsted is to remove the need for a last-minute scramble in the first place.

And that benefits the site team every day, not just when inspectors arrive.
